MAMI’s History

 Following is a summary that captures the issues from 1940 to 2012 that were important to the Board, members and staff through this legacy.

1940

• On October 4, 1940, Letters of Patent of Incorporation of the Mid-West Metal Mining Association were registered with the Province of Manitoba under the Companies Act.  Mr. D.J. Kennedy, Mine Manager at the San Antonio Gold Mines Ltd. was founding President.
• Membership was “any corporation, firm or individual operating a metal mine or a metal reduction plant or connected with any such business may with the approval of the Directors become a member of the Corporation.”
• The founding companies and average employment for 1940 were:

1941

• Secretary Treasurer/ Manager hired on a part time basis
• Dominion Cost of Living Order in Council P.C. 7440 for Cost-of-Living Bonus
• Form an Association Committee on the Workers Compensation Act to report to Manitoba Legislature
• Attend a committee meeting of all Canadian mining associations in Montreal; in other literature this was the start of the Metal Controllers Office (war materials)
• Respond to R.C.A.F. recruiting in support of Army and Navy recruiting
• Develop a response to the Unemployment Insurance Act as it affects employees whose wages sometimes exceed $8,000 per annum
• Review of the Silicosis in the workplace

1942

• Silicosis – dust and ventilation engineer retained by the association to assess Manitoba mines
  • Through the Secretary of the association Manitoba mines participated in the formation of the metal Mining Manpower Advisory Committee of National Selective Service
  • Total average employment – 3,103

1943

• Submitted Brief to National War Labour Board
  • Developed a review of taxation in Manitoba
  • Assisted Mines Branch for training a limited number of returned soldiers as prospectors
  • Presented with information from the Ontario Mining Association on a new labour relations policy

1944

• Report on Manitoba Taxation completed and tabled with Manitoba Government
  • Workers Compensation policy amendments including the need for experience-based rates and the silicosis annual levy
  • The Board voted unanimously supports the purchase of an ocular electro –magnet machine for Winnipeg General Hospital at a cost of $1,000
  • Imposition by Manitoba Mines Branch on a royalty on ore production

1945

• F.D. Shepherd was appointed as first full-time association manager
  • Discussion about Bona fide exploration and small mining companies becoming members
  • Public relations policy discussed
  • Interprovincial Mines Ministers meetings; taxation in the mines industry discussed

1946

• Workers Compensation Board (WCB) and silicosis surcharge discussed with WCB officials
  • Company town sites and the town of Sherridon and Snow Lake
  • Comparison of wage scales with each mine
  • The use of airborne magnetometer investigation by the Federal Geological Survey
  • Federal labour legislation with the lapse of the National Emergency Transitional Powers Act

1947

  • Concern raised with Deputy Minister on the problem of “trespassing” by companies undertaking geophysical work

• Mining Royalty and Tax Act
  • A sum of $2,000 was approved for the purpose of Public Relations work

1951

• Mines Electrical inspector concerns too much stress placed in unimportant detail
  • Ventilation studies
  • Concern over mining legislation having to do with “mines”, “minerals” and “mineral rights” was discussed at Mines Ministers Conference held in Victoria BC
  • Silicosis
  • Discussion on Canada releasing a certain percentage of Canadian Gold production to a free market

1952

• George Cole presented to the Mines Ministers Conference a common definition of “mine”, “mineral” and “mineral rights”
  • Marketing and sale of industrial gold
  • Submission made to the Minimum Wage Board
  • The matter of roads in mining areas discussed
  • Total average employment – 3,233

1953

• Concern over freight rates, the association wrote to the Canadian Metal Mining Association (now MAC) to solicit support
  • Board moved to retaining a contract to a firm of Public Relation’s writers

1954

• Mining Taxation
  • Silicosis fund now frozen at WCB
  • Interprovincial Committee appointed to make a continuing study of provincial taxation of mineral resources
  • Mines Ministers Conference called for an extension of three-year tax exemption for new mines
  • Federal Explosives Act

1955

• Detailed study of proposed changes in the Saskatchewan Mining Regulations
  • National Health Insurance
  • Association assisted G.E. Cole in his preparation of amendments and proposed regulations under the Yukon Quartz Mining Act

  • International Nickel Co. of Canada applies and receives membership

1957

• Government was reporting that no tax concessions would be granted to international Nickel Co. of Canada
  • Sectary Treasurer arranged for meeting with Deputy Minister of Mines and the Treasury Department to discuss concerns over mining tax formula and lack of clarity
  • Manager/Secretary Treasurer [name] dies suddenly
  • Total average employment – 4,125

1958

• New Manager recruited – J.S. Jack Roper who later becomes Director of Mines and ultimately Mines Deputy Minister
  • Total average employment – 4,064

1960

• Province hires Hank Bloy as Ventilation Safety Engineer with Mines Branch
  • Labour and management meetings convened by Minister of Labour to discuss changes in the Labour Relations Act
  • Membership invitations were extended to Saskatchewan Potash producers
  • Accident Prevention – a proposal to establish the Manitoba Accident Prevention Association was presented to the Board
  • Geophysical Reservations in Manitoba
  • Manitoba Mine Rescue Competition proposed

1961

  • The policy of the federal and provincial governments concerning the formation of parks was reviewed
  • Possible changes to John T Ryan Trophy entries were reviewed

  • Mine Act regulation changes concerning the disposal of mining claims was identified as warranting a meeting with Mines Branch officials
  • New legislation included:  WCB Act, Mineral Taxation, Mining Royalties & Taxation Act and Health Services Act

1970

• A meeting between the Board and the new mines minister organized
  • Concern over an amendment to Mines Act raised which states that claim renewals will be subject to the Churchill Forest Industry Agreement
  • The Board met with the Opposition critic

  • The Association was approached by the individual who had been asked to establish a Crown Corp that it be a government exploration agency
  • A news item in the Winnipeg Free Press on November 23, 1970, concerning the Manitoba Tourist & Recreation Association’s request to the Manitoba government that an area between the Pas and Flin Flon be declared a federal park was discussed

1971

• Meeting with Mines Minister discussed, industrial town site (mine) procedure for renewal of claim leases, and union participation in mine inspections
  • Manitoba Mines Minister set aside $500,000 for a establishing a government exploration company
  • Mine Rescue Competition
  • Board representatives met in Ottawa proposing a Precambrian research centre
  • Labour law changes included: Extending right to strike to teachers, government employees, firemen and policemen; make collective bargaining available to supervisory and middle management personnel; increase minimum wage, provision for maternity leave and a requirement for advance notice regarding group layoffs or dismissals.
  • Manitoba Mineral Resources, a Crown Corp competing with exploration companies, is created

1972

• Adverse effects of Bill 21 an Act to amend the Revenue Tax discussed
• New procedures for Silicosis x-rays was reviewed and all agreed it would resolve most past problems
• Association Taxation Committee formed
• Discussion on improving Keewatin Community College for training mine workforce
• Mine Rescue Competition
• MAC assisted the association in developing a taxation brief
• Federal Indian Affairs outlined a proposed prospector training course for “native people”
• Concern over growing unfunded liability of $1.9 million (WCB) of the mining group (precursor to rate code)
• Meeting with provincial officials raised concern on why the mining industry was singled out in the proposed WCB legislation which was said to be very restrictive in the way of a special assessment on WCB only on mining companies
• Necessity of having a designated trade for mine electricians was agreed on.
• The Association wrote Premier Schreyer with respect to press reports on mine equity by the government.

• Mr. Schreyer responded to the Association on his comments about mine equity
• Meeting with Mines Minister to discuss (a) tax relief for pollution abatement equipment, (b) Mr. Green’s remarks concerning the Premier’s statements re government and mine equity and (c) new draft of Sec. 95 of the Mines Act dealing with leases
• Meeting with the Taxation Division and the Tax Committee

• Hedlin, Menzies & Associates (Cam Osler) were contracted by the Association to respond to the Eric Kierans Report on Mineral Policy
• The Associations position supports the continuation of the concept of free enterprise to the mineral resource industry in the Province of Manitoba 
• The Mining Association of Canada contacted and volunteered to assist in the critique of the Kieran’s Report
• One of Kieran’s recommendations was that profit over 15% was super profit
